There is a current as well as evolving need for First responders for reliable and interoperable broadband services side by side with the current mission critical voice services that is delivered through LMR based communication systems. Broadband data services are intended to enable data-rich applications that would enhance effective responses for major disasters, emergencies, as well as day-to-day operations. At the same time for these data applications to be functionally effective, reliable, seamlessly interoperable, integrated voice and data communicationscapabilities are necessary that spans across jurisdictions.
Public Safety Broadband Network (PSBN) will address these needs and provide emergency responders with priority access to a reliable and secure high-speed wireless data communications network.
On the other front, implementation of an all-IP Network (ESINet) based Next Generation 911 system to enable use of VoIP, text message, images and video to be used for 911 calls while continuing to provide support for legacy voice. NG-911 would enable communication with PSAPs along with additional information of the caller/s from any device (i.e. land-line telephone, voice-over-IP phone, computers or tablets connected to the internet, as well as connected “things”, e.g. connected IoT sensors in a car monitoring deployment of an airbag, video cameras monitoring highway traffic, environmental sensors monitoring water levels in a river, etc.) besides wireless devices such as smart-phones and cell-phones. Enabling use of advanced analytics and AI on additional value-added information such as location information of caller/s, side-by-side with GIS data, environmental information, weather data, etc., can equip first responders with situational awareness inputs that can mean the difference between life and death.
The scope of “modernization” driven by NG911 mandates, will touch many subsystems that are involved in 911 operations today including Public Safety Answering Points (PSAP), Computer Aided Dispatch (CAD) systems, Location Information Servers (LIS), Management Information Systems (MIS), etc.
An all-IP network will allow session continuity from the time a 911 call is received to the dispatch of first responders and beyond. A large part of NG-911, especially the “down-stream” services that are to be delivered by first responders necessitates a highspeed, reliable, wireless broadband network that provides assured access when required.
Mobile Apps will continue to play a key role in decision making and enhancing effectiveness, efficiency, and protection of health and safety of first responders. The advancement of wireless broadband data technologies, from 4G to 5G and beyond, enabling advent of IoT is the key enabling factor for Mobile Apps. Future first responders will be “empowered” with devices that enable real-time, data-enriched, interaction between on-site responders and command centers, carrying vital information about the event scene, helping critical decisions to be made, thus improving success of outcomes. For example, wearable devices, body-worn sensors will be able to monitor the vital signals and health and safety of the first responders. These connected (IoT) devices, strategically placed on first responders and the devices and tools they use, will generate huge volumes of data that need to be kept protected from security breaches, which otherwise may have life threatening consequences. The huge volumes of data need to be managed and analyzed in real-time with, cloud-centric, multi-level authentication security features, approach to address scalability and timeliness and to render its effectiveness.
